THE DILEMMA OF EUROPE: CAPITALISM vs. DEMOCRACY
The debate Streeck-Habermas, has the object of contention, the future of the European Union. According to sociologist Wolfgang Streeck, economic integration is killing democracy to defend capitalism better to recover as soon as the guards of the nation state. For the philosopher Jürgen Habermas, however, the political deepening of the EU is the only way to save democracy and reconcile it with the market.
TO THE ITALIAN PRESIDENCY OF THE COUNCIL OF THE EUROPEAN UNION
BETWEEN AMBITIONS AND ILLUSIONS
Since the entry into force of the Lisbon Treaty (1 December 2009), the system of half-yearly presidencies of the European Union, entrusted in rotation to the Member States, has undergone significant changes, which had an impact on the tasks assigned to the State presiding the Council and, consequently, led to a significant reduction of the importance of the appointment. Prof. Carlo Curti Gialdino, associate professor of European Union Law at the University of Rome La Sapienza, in his article published on Federalismi.it, examines the discipline of the half-yearly presidencies of the EU Council, in order to identify, in practice, such as formations of the Council are subject to the presidency by the Member State holding the six-month rotating, and then explain how they shape the program of activities of the Presidency.
DIRECT ELECTION OF THE CHAIRMAN OF THE EUROPEAN UNION
It is currently under discussion in the proposal of a President of the Commission of the European Union directly elected by the people. As a rule, the member countries, on the basis of the election results, they propose a candidate for President of the European Commission, an expression of the political force most represented in Parliament. Elmar Brok, Chairman of the Committee on Foreign Affairs of the European Parliament, Member of the Spinelli Group, warns of what might be the effects of a direct election of the President of the Commission, election would be conferred by a high proportion of legitimacy, which he may use significantly only if given political power to do so adequately.
The participation of citizens to vote for the renewal of the European Parliament has been steadily falling. THE EUROPEAN UNION AND THE PARADOX OF ZENONE
